The national chapters of TI Slovenia, Croatia, Bosnia
and Herzegovina and Serbia have begun a joint initiative in order to co-ordinate
public procurement procedure throughout the region and standardize them
with European regulations. The Istanbul Initiative was adopted
on the OECD’s Anti-Corruption Network for Transition Economies in Europe.
This was held in Istanbul between March 20th till 22nd,
2001. The initiative was signed by representatives of the national chapters
of Transparency International from Slovenia, Croatia, Bosnia and Herzegovina
and Serbia.
In principle, the Initiative will focus on public procurement
and reforms in this area. It is aimed at standardizing public procurement
procedures and institutions in these four countries according to the relevant
international standards, including those of the European Union. In this
way, public procurement procedures will be brought into conformity among
the signatory countries and with the European Union. This will remove
all barriers to business between the signatories and foreign countries,
as well as international organizations and institutions. It will also
make investment in the region much easier. In addition, the reform of
public procurement will result in the simplification of regulations and
increased transparency of the process.
