Dear Mr Jovanovic,
It
was with pleasure that we received the information that a branch of the
international organisation Transparency International had been established
in Serbia. I extend my congratulations to you on being elected President
and wish you a lot of success in your work.
The Government of the Republic of Serbia, as you know, has
decided to embark on an all-out struggle against corruption and has confirmed
its determination by passing its Resolution on Struggle against Corruption,
which should form a basis for further specific actions to that end.
The Ministry of Finance and the Economy of the Republic
of Serbia is interested in suppressing corruption in every domain, particularly
in the sphere of public purchasing. Reforms in this area represent one
of the priorities of the Government of the Republic of Serbia, in view
of the fact that the system we have inherited is thoroughly inadequate
and conducive to various forms of abuse. The Ministry of Finance and the
Economy has initiated a process of reforms in the sphere of public purchasing,
convinced that this will increase budget inflow, encourage foreign donors
and investors, and make possible further development of the administration
and the economy.
In order to realise these goals, the Ministry of Finance
and the Economy is prepared to accept expert and other assistance from
donor organisations, local and foreign expert groups and non-governmental
organisations, particularly Transparency International, as a leading non-governmental
organisation specialised in struggle against corruption.
