Project TASPP

Transparency International Serbia was a partner of European Movement in Serbia in implementation of EMinS’s local government reform projects in the period November 2000 – August 2002.

The pilot project: "Towards More Transparent Budgeting and Public Procurement in Serbian Municipalities" was implemented in the period November 2000 – November 2001 in the three municipalities: Cukarica, Kikinda and Nis.

In addition to the above-mentioned reforms, the campaign: "Choosing the Best Municipal Employee" has been conducted successfully.

Moreover, Transparency International Serbia assisted the municipalities included into the program to prepare and distribute information on requirements for issuing various DOCUMENTS (permits, personal DOCUMENTS).

The follow up project: "Towards more Accountable Public Procurement in Serbia" is aimed to increase transparency and to introduce European standards into the public procurement procedures at the local level. Over 30 municipalities participate in this project. TI had an active role in the project implementation in the period November 2001- August 2002, during which the budget reform part of the project was successfully implemented .

The municipal budget reform

Each municipality included in the project was granted with a brand name computer with budgeting software installed. The budgeting personnel were trained to use the software. Moreover, maintenance of the system in the three-year period was envisaged too.

The program included training of municipal officials and budget department personnel in presenting their budgets in internationally standardized format - the International Accounting Standards. The municipalities will use this format when presenting their budgets to foreign investors, organizations and institutions.

By implementing this project, municipalities clearly demonstrated that they are willing to use public funds on a transparent way. At the same time, the project will enable a more efficient control and evaluation of municipal officials in financial departments.

The seminars on new budget and taxation regulation were organized in the regional centres. The project was very well promoted by network of regional coordinators including the serial of interviews and articles in national and local MEDIA.
