in the Fight against Corruption
Project “Transfer of Experience from Slovakia into Serbia in the Fight against Corruption” is focused on a quick transfer of anti-corruption know-how, experiences and the best practices of the Slovak Republic and other countries in the area of combating corruption to Serbia. The proposed ACTIVITIES are designed on initiate and support co-operation between Slovakia and Serbia, the partner country, in an analytical area of corruption issue as well as in implementation of anti-corruption measures into public sector. In the framework of the project TI Slovakia aims to assess existing good governance and anti-corruption tools so far adopted in Serbia and contribute to understanding and adoption of good governance and transparency increasing measures resulting from the experiences of Slovakia. Public procurement, one of most sensitive area prone to corruption, will receive a special attention in this project with the aim to establish public procurement monitoring system. Study tours in Slovakia will enable to increase understanding of relevant anti-corruption measures and operation of anti-corruption and good governance agencies in Slovakia and to contribute in the effort to decrease existing level of corruption in Serbia.
TI Slovakia in co-operation with Serbian experts will conduct assessment of public procurement processes in Serbia and start to conduct ACTIVITIES towards the building of public procurement monitoring system. Monitoring system of public procurement is important in order to increase enforcement of relevant public procurement rules and therefore improve implementation. Demand for change is possible to foster when information ABOUT actual practices are existing. With this activity capacity of NGOs to monitor public procurement process in Serbia will be improved. In relation to this NGOs may start to play more active role in this field. Slovakia has experience with transparency tables and monitoring of public procurement that is to be transformed to Serbian needs. The main beneficiary of these ACTIVITIES will be Public Procurement Office that will be consulted from the very beginning of the implementation of these ACTIVITIES. The other important direct beneficiary of public procurement ACTIVITIES will be NGOs that will receive a powerful tools for monitoring of public procurement in Serbia.
With the aim to increase transparency of public procurement in Serbia manual on access to information in public procurement will be developed. The manual will provide the tool to require higher transparency in public procurement from Serbian public institutions. It will be discussed in due process and provided also to Serbian public procurement authorities. This manual will be publicly available and each citizen or active NGO will have a chance to use it and require relevant information on public procurement conducted by Serbian authorities either or central or local level.
TI Slovakia will organise study tour/educational training from Serbia to Slovakia. The expected outcome is sharing of the best Slovak practices in anti-corruption institutions building and in promoting of anti-corruption measures. The study tours/training are expected to strengthen initiatives for fighting corruption. The participants of study groups will be from state authorities, local authorities, NGOs and MEDIA. Therefore, the direct beneficiaries will be representatives of relevant anti-corruption agencies and their capacity to deliver will be strengthen.
Project ACTIVITIES wich will be implemented from January 1st 2005. to June 1st 2006. will contribute to broader understanding of corruption phenomena, anti-corruption and good governance measures as well as to improve relevant capacity for their actual implementation in partner country.
