World Bank’s report „Anticorruption in transition 3“and Serbia
Organization Transparency – Serbia considers that information from the World Bank’s report „Anticorruption in transition 3“ which refer to Serbia and Montenegro should represent serious reason for concern and encouragement for conducting determine and efficient measurements for fight against corruption
In this report, which in large part bases on the information from research of EBRD and SB about business environment and efficiency of enterprises from 2002 and 2005, is concluded significant increase of number of businessmen which consider that corruption is a problem for trading in country, number of cases of bribing the state organs connected to business, bribing of tax servants, individuals in courts, bribing for concluding the business with state authorities with preserving of already high level of frequency of custom service corruption and services that disburse various licenses important for work of business people. There are also positive indicators: for example, besides general increase of cases of corruption it is concluded a relative decrease of assets that firms have to seclude out of their incomes for bribing. Also, noticeable is the progress in tax area which reflects in increase of share of firms’ incomes which is reported to tax authorities.
Obviously authority organs have to show considerably more political will for fight against corruption and unreserved readiness to implement and respect anticorruption and other regulations. Besides that, to improve the picture about Serbia in future researches, it will be necessary to provide safe mechanisms through which businessmen and citizens could report corruption which they face and assure them with a deed that by these regulations is preceded properly and that adequate lessons are learned.
