First step, not victory

“Solomon's solution”, on the bases of which government of Serbia published on its web site parts of contract on concession to building the high way to Pozega, and enabled selective insight into rest of documentation, is only one of the things that has to be done on the way of strengthening citizens' trust into authorities and in creating rule of law.

Amazing is the fact that five months had to pass and enormous media pressure to be created in order to force executive authorities to make this step. Even current decision on limited access to remaining annexes of the contract, which is probably result of maximum compromise with the concessionaires, isn't entirely based on Serbian laws.

Truly, and not partial victory of public, according to Transparency Serbia would be if publishing of all contracts on disposing the public property (concessions, privatization, selling of property, procurement) should become common practice, and taking over contractual obligations opposite to domestic regulations severely sanctioned.
