Anti-corruption legal advisory centre (ALAC)
One of major reasons that prevent fight against corruption in Serbia to be more fruitful is the fact that many citizens, faced with corruption, are either not familiar enough with legal opportunities to resolve the problem or reluctant to address institution in charge because of lack of confidence.
The main goal of this project (establishment of anti-corruption legal advisory centre) is therefore to increase citizens' participation in fight against corruption as well as number of corruption cases reported and resolved.
Transparency Serbia , being organization dedicated to designing and implementing of successful anti-corruption policy in Serbia would like to contribute achievement of such goals. In order to do so, we decided to open ALAC. Within ALAC, volunteers will receive complaints and legal advisors will provide councils to the citizens feeling themselves as corruption victims or to those who find out otherwise for corruption case and willing to prevent corruption or disclose mechanism of corruption.
ALAC will function in following ways:
Receiving of telephone calls, during working days from 11 AM to 3 PM (all calls will be on ALAC expenses), through which citizens (whether anonymous or not) would have opportunity do describe situation and ask for advise. The special telephone number will be published here, and publicly announced, after approval of Telekom company.
Receiving of e-mails on address savetovaliste@transparentnost.org.yu , through which citizens (whether anonymous or not) would have opportunity do describe situation and ask for advise. With all received massages ALAC will handle in confidential manner.

Appointing of the meeting with legal councilors (advising free for citizens)
Transparency Serbia has neither legal nor financial capability to advocate for victims of corruption before of court or other similar body. However, we will show our interest in front of competent authorities for the outcome of all reported cases, and even more for removing of mechanisms enabling corruption. In order to do so, we intend to sign memorandum of understanding with all relevant state authorities.
Your addressing to the ALAC will enable us to get better review in spread of corruption in various parts of society and problems in implementation of anti-corruption laws and plans. On the basis of this, we will get opportunity and strong arguments to advocate for resolving of the problems in most urgent areas.
An important element of this project is cooperation with the media specialized in monitoring of corruption and fight against corruption in Serbia . We wish to facilitate those citizens ready to speak about their problems in public access to such media, in order to help curbing of corruption – one of major problems of our society.
This project (till the end of 2006) is implemented by Transparency International also in Croatia , Bosnia and Herzegovina , Romania , Moldova and Bulgaria . The project is funded by Ministry of Foreign Affairs of Federal Republic of Germany.

Belgrade, 24.03.2009 -Transparency – Serbia considers that any effort of executive power to influence the courts' decisions, and especially when they recommended the judges to violate their legal duties, represents attack to the essence of the rule of law, which is the strongest barrier from corruption.
