To open competent debate ABOUT Conflict of interest draft law
Government of Serbia announced on April 2nd glad news that draft Law
on preventing conflict of public and private interest in performing of
official duties passed the government procedure and National Assembly
was asked to enact it in an urgent procedure. It means that we are now
closer than ever before to have such important law, aimed to curb opportunities
for political corruption and increase accountability of state officials.
Our organization, since 2001 highlights weaknesses in current legislation
which enables threatfull overlapping of economic and political sphere
and performance of several public function at the same time, which makes
state administration work slower. Such comprehension is accepted by Anti-corruption
council from the day of its establishment; accepted by the citizens of
Serbia, majority of which understand that conflict of interests provides
base for misuse of state functions; accepted by MEDIA, which investigate
cases where suspicion on possible conflict of interests exist.
After announcements of political parties during electoral campaign, that
conflict of interest law would be enacted soon, we are witnesses nowadays,
that such approach is accepted by government of Serbia too, and that no
political option opposes the need to adopt new legislation. In such atmosphere
of common consensus ABOUT necessity to enact the law, Transparency Serbia
would like to stress the need to have competent public dialogue ABOUT
draft itself, in order to consider all aspects essential for future implementation
of the law and to avoid traps that some of our neighboring countries fell
in. The discussion would help to everyone to acknowledge innovations that
law would provide for, which will facilitate significantly law’s
implementation in the future.
Transparency Serbia will make efforts to improve such debate by transmitting
of experience that Transparency International network compiled in more
than 10 years.
